This is an open continuous announcement which will establish an inventory of applicants interested in a career as a PROGRAM MANAGER with U.S. Customs and Border Protection. This applicant inventory will be used to fill vacancies as they occur within the Office of Field Operations Headquarters in Washington, DC.

You will manage a major program and/or a critical program segment that performs professional, technical, or administrative work and has agency-wide or government-wide impact.You will oversee the planning, direction, and timely execution of the program or program segments through subordinate organizational units.You will determine the goals and objectives of the program; assure their implementation by subordinate organizations and operating units; develop measures that evaluate performance; make recommendations for program improvement; and manage all resources.You will manage organizational changes as well as changes to the content of the program.You will also identify and resolve unique issues where no policy exists and take innovative actions to address new needs and/or issues.Finally, you will serve as a representative of and advocate for the program in dealings with high-ranking officials in other Federal agencies, top-level managers in the agency, and various governing board and committees.

You will direct, coordinate and oversee the work through subordinate supervisors (or team leaders).Specifically, you will make decisions on work problems presented by subordinate supervisors; evaluate subordinate supervisors and serve as the reviewing official on evaluations of non-supervisory employees rated by subordinate supervisors; make or approve selections for subordinate non-supervisory positions; recommend selections for subordinate supervisors; review and approve serious disciplinary actions involving non-supervisory subordinates; approve expenses such as within-in-grade increases, extensive overtime, and travel; recommend awards or bonuses for non-supervisory staff; exercise significant authority in dealing with officials of other units/organizations and in advising management officials of higher rank on operational issues; assure reasonable equity of performance standards and ratings used by subordinate supervisors; plan, assign and review work; assure all requirements are met; approve leave; give advice, counsel, or instruction to employees on both work and administrative matters; promote affirmative action/equal employment opportunity programs; identify developmental training needs of employees, providing or arranging for needed development and training; and/or find ways to improve productivity, promote team building, and improve business practices.

QUALIFICATIONS REQUIRED:

GS-15: You qualify at the GS-15 level if you possess one (1) year of specialized experience that equipped you with the skills needed to perform the job duties. Selective Placement Factor: This position requires expert knowledge and experience of Incident Command System protocols. Applicants must have experience with the ability to provide direction, guidance, and support on integrity recommendations and best practices, the Integrity Officer position, as well as standardized training program and reporting templates.

Secondary Coverage:

This position has been identified as a secondary position as provided under the enhanced retirement provision of Public Law 110-161 for Customs and Border Protection Officers (CBPO).In order to be eligible for coverage under this provision, the employee must meet the definition of a ‘secondary’ covered CBPO.

A ‘secondary’ covered CBPO is defined as an employee who is directly transferred from a primary position to a supervisory, managerial or administrative position in DHS after performing work for at least 3 years in a CBP Officer, GS-1895; Customs Inspector, GS-1890; Immigration Inspector, GS-1816; and/or Canine Enforcement Officer, GS-1801 position whose duties included activities related to the arrival and departure of persons, conveyance and merchandise at a port of entry, and does not have a break in service of more than 3 days.

An employee who has been continuously employed in a secondary position since moving directly from a primary position without a break in service exceeding 3 days is covered under the special provision.
