JOB SUMMARY:
This is a Cost Estimating Analyst position at the Naval Surface Warfare Center, Dahlgren Division (NSWCDD). NSWCDD is the Navy's principal research, development, and test and evaluation laboratory for surface ship combat systems, ordnance and strategic systems support.
These positions may be filled under Expedited Hiring Authority (EHA) for Acquisition Positions. Positions will be filled as vacancies occur. This will establish an applicant supply file with applications being maintained for 90 days.

The incumbent will develop and improve life cycle cost estimates for complex systems, primarily focused on electronics, sensors, and systems integration, participate or lead in naval and cost analysis efforts to include joint force level analysis of existing military systems and conceptual future systems and forces, formulate and conduct studies dealing with the military worth of new and existing weapon systems in a force context, and develop methods and tools to assess force structure. The incumbent will also monitor and evaluate cost and schedule performance of the contractors supporting assigned programs.
QUALIFICATIONS REQUIRED:
Qualifications Required: Applicants must meet the following qualification requirements as modified from the Office of Personnel Management Qualifications Standard Manual:To qualify at the NT-03 pay band, you must have one year of specialized experience (equivalent to at least the NT-02 level or comparable pay band in the Federal service) that includes performing duties such as:
· preparing financial management reports;
· analyzing and approving financial transactions and budget submissions and exhibits;
· researching and proposing answers to policy questions or questions about financial transactions;
· assessing impact of decisions on operations/policy; and
· conducting studies using data gathering techniques and cost-benefit analysis.
OR
A Masters or equivalent or two full academic years of progressively higher level graduate education leading to such a degree in one or a combination of the following fields: finance, business administration, economics, accounting, mathematics, banking and credit, law, statistics, public administration, public policy, public finance, or a closely related field.
To qualify at the NT-04 pay band, you must have one year of specialized experience (equivalent to at least the NT-03 level or comparable pay band in the Federal service) that includes performing duties such as:
· preparing financial management reports using automated computer systems and programs;
· analyzing and approving complex financial transactions;
· assessing impact of financial policies;
· proposing implementation procedures for new laws or guidance;
· identifying systemic or unique issues and recommending solutions;
· monitoring budget process and compliance;
· advising management on the budget process and implementation of new guidance or policy;
· using data gathering techniques and cost-benefit analysis; and
· formulating, justifying and executing budgets, cost estimates, and cost analysis.
OR
A Ph.D. or equivalent doctoral degree or three full academic years of progressively higher level graduate education leading to such a degree in one or a combination of the following fields: finance, business administration, economics, accounting, mathematics, banking and credit, law, statistics, public administration, public policy, public finance, or a closely related field.
To qualify at the NT-05 (GS-13) pay band, you must have one year of experience (equivalent to at least the NT-04 level or comparable pay band in the Federal service) that includes performing duties such as:
· Execute independent cost analyses.
· Lead teams in the following:
· Analysis of schedule requirements,
· Gathering data relevant to the weapon/information system to be costed,
· Development or evaluation of existing cost estimating relationships and mathematical models,
· Performance of risk analysis on program assumptions,
· Analysis of results of models and other methods of developing costs,
· Accumulation of cost estimates made by work breakdown structure element; and development of summary data for presentation purposes;
· Development in written, graphical and tabular form information on methods and data used during the development of the estimate,
· Reconciliations of program content and methods used by the organization independent estimate vice those used by the program office of the weapon/information system being costed; and
· Preparation of briefings to management in development of cost databases, parametric relationships, cost estimating software and documentation, and research reports.

1. Ability to both lead and participate effectively in IPTs (Integrated Product Teams).
2. Knowledge of and experience with data collection, correlation, analysis, and interpretation, all activities aimed at guiding decision making.
3. Knowledge of and experience with solving complex problems in a constructive manner.
4. Knowledge of cost estimating analyses principles, techniques and practices, especially for weapon and information systems and knowledge of DoD acquisition requirements, development and approval processes.
5. Ability to communicate orally and in writing at all levels, including the ability to establish productive relationships with technical experts and program managers, both within and outside the NSWCDD community.
