DUTIES:(The duties described reflect the full performance level of this position)
Receives and processes information, and dispatches personnel, equipment, aircraft, and supplies for suppressing wildland fires. Receives and transmits information critical to fire management via radios, telephones, and computer terminals. Maintains fire suppression data, such as weather information or locations of fire suppression resources, in computer databases. Maintains fire records and fire stats as reported to dispatch office.
Performs the administrative and human resource management functions relative to the staff supervised. Plans, schedules, and assigns work to subordinates. Establishes guidelines and performance expectations for staff members; provides feedback and periodically evaluates employee performance. Provides advice, counsel, and/or instruction to staff members. Recommends or approves appointments, selections, or reassignments to positions appropriate to the selection authority delegated. Effects disciplinary measures as appropriate to the authority delegated in this area. Carries out Equal Employment Opportunity (EEO) policies and program activities.
Prepares technical reports, and supporting media such as diagrams, and graphs, and scientific tables and charts in support of forestry programs activities.
QUALIFICATIONS REQUIRED:
MINIMUM FEDERAL QUALIFICATION REQUIREMENTS:
Grade 10: Qualifying experience for the GS-10 level includes one year of specialized experience equivalent to GS-9. Specialized experience is experience which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.
SUBSTITUTION OF EDUCATION FOR EXPERIENCE: The experience requirements for the GS-10 level may be met by completion of two and one-half years of graduate level education in a position-related field of forestry or natural resources management.
COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of successfully completed education and experience may be used to meet the experience requirements.
Grade 11: Qualifying experience for the GS-11 level includes one year of specialized experience equivalent to GS-10. Specialized experience is experience which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

ADDITIONAL QUALIFICATION REQUIREMENTS FOR GS-10 AND GS-11:
Applicants must have a minimum 90 days experience performing wildland fire suppression duties as a member of an organized fire suppression crew or comparable unit that utilized knowledge of fire suppression, containment or control techniques and practices under various conditions. This experience must be documented with specific dates in the Work Experience, Additional Information portion of the application, or Resume.
This position has been identified as a Center Manager of a wildland fire dispatch center and is subject to the Interagency Fire Program Management (IFPM) Standard and Guide selective placement factors for a Center Manager (CMGR). IFPM selective placement factors are made up of a primary and secondary NWCG core Incident Management Qualifications and Required Training, and the applicant must possess them to be considered eligible for this position. The selective placement factors for a CMGR are:
Primary NWCG Core Requirement: Expanded Dispatch Support Dispatcher (EDSD)
AND
90-days of wildland firefighting experience
AND
Successful completion of NWCG Course#: S-491 National Fire Danger Rating System (NFDRS)
Currency in the above NWCG Incident Management Qualifications is not required. Refer to PMS 310-1 for definition of currency.

ADDITIONAL INFORMATION ABOUT THE SPECIALIZED EXPERIENCE REQUIREMENTS FOR THIS POSITION
For the GS-10 position, in addition to meeting the basic entry qualification requirements, applicants must have had one (1) year of specialized experience at least equivalent to GS-09 in directing initial and extended attack suppression actions including determining incident needs and dispatch/deployment of personnel and equipment. Preparing and implementing fire management plans governing the supply and use of resources such as smokejumpers, food and supplies, and fire retardant. Providing information regarding the status and danger posed by wildland fires, air quality, and transportation disruptions to local governments and media outlets.
For the GS-11 position, in addition to meeting the basic entry qualification requirements, applicants must have had one (1) year of specialized experience at least equivalent to GS-10 in preparing and implemented fire management plans governing the supply and use of resources such as smokejumpers, food and supplies, and fire retardant. Assisting in the development and maintenance of a variety of action/response guides and plans for multiple agency fire suppression efforts. Directed initial and extended attack suppression actions including determining incident needs and dispatch/deployment of personnel and equipment. Providing information regarding the status and danger posed by wildland fires, air quality, and transportation disruptions to local governments and media outlets. Planning work objectives for the Communication Center and made adjustments to meet priorities.

The arduous, moderate, or light WCT is dependent on the incumbent's NWCG (National Wildfire Coordinating Group)/IQCS (Incident Qualifications & Certifications System) Incident Management qualification requirements. FIREFIGHTER RETIREMENT COVERAGE: This is a secondary firefighter position under 5 USC 8336(c) (CSRS) and 8412(d) (FERS). At least 90 days of wildland firefighting experience is required. There is no age limit for entry into secondary positions. Firefighter retirement coverage of the incumbent depends upon his or her individual work history.
