JOB SUMMARY:

The Office of the Associate Director of National Intelligence for Human Capital and Chief Human Capital Officer (CHCO) is responsible for the overall strategic management of the Intelligence Community's (IC) workforce, comprised of civilian, military, and contractor personnel.  The office develops Human Capital policies and programs to include workforce planning, recruitment and career development, diversity strategy programs, pay and benefits, leadership training and development, performance management and recognition, Worklife programs and Human Resources information requirements.

  • Oversee and develop IC-wide proposals for emerging WorkLife programs in the areas of family support, child and adult care policies, and flexible work options such as alternative work schedules, part-time employment, benefits parity, job sharing, and telecommuting.


  • Maintain and review legislative, regulatory and policy proposals to assess impact on IC-wide WorkLife program and policies; where appropriate, propose, develop and coordinate work/life legislation, regulations, and/or policy initiatives or changes.


  • Identify best practices and lessons learned research and consultations on work/life issues to help improve WorkLife services to the IC; collect and organize data in a concise and consistent format for senior-level review and action. 


  • Develop and participate in the presentation of training programs for personnel; review available literature and training aids to determine appropriateness for use by the IC in program efforts and/or arranging for the development of specialized literature and desk references.


  • Coordinate and provide direct support to meetings of IC agency heads' spouses on family support issues.


  • Oversee the preparation of Statements of Work (SOW) and/or related contractual vehicles in accordance with official guidance and directives; compose memos, letters, congressional testimony and official correspondence/packages for ODNI promulgation. 


  • Provide strategic direction, guidance, and support to ODNI, CHCO, and other WorkLife officials regarding planning and coordination of initiatives to ensure collaborative arrangements with other IC agencies and external stakeholders.


  • Coordinate and liaise with IC agencies and components to gather data, organize, and prepare preliminary reports for ODNI and senior-level review and action.


  • Oversee the preparation of monthly and quarterly significant activity report(s) and updates for key WorkLife services and accomplishments, power-point briefings, information papers, packets, brochures and other related WorkLife slides to support program requirements.


  • Maintain documents and information in a consistent and systematic manner to facilitate program planning, evaluations, accountability measures, and metrics in accordance with ODNI, IC and WorkLife Program plans and strategies.


  • Coordinate, plan, and facilitate IC-wide WorkLife off-sites, seminars, marketing strategies and/or meetings in accordance with established plans, guidance and directives and support actions to market the WorkLife Program via electronic messages, intelligence.gov, newsletters and telephonic communication.


QUALIFICATIONS REQUIRED:


  • Comprehensive knowledge of the laws and regulations governing the Federal and IC agencies in the areas of family support, adult dependent care, alternative work arrangements, and leave programs in order to develop policy and program guidance.


  • Exceptional interpersonal skills which can be demonstrated by building and fostering relationships and networks within the IC.


  • Excellent written and oral communication skills that display the ability to tailor ideas, explanations, presentations, briefings, and concepts to suit any audience.


  • Demonstrated project management skills in gathering and converting raw data into a desirable and digestible format that is easily understood by the subject audience.


  • Proven ability to work with internal and external stakeholders and other IC senior officials, to build and sustain professional networks in a diverse, fast-paced environment, and to manage competing and multi-faceted priorities.


  • Expert ability to work with multi-faceted constituencies to contribute to and influence decision-making and obtain buy-in.


  • Exceptional organizational, workflow management, and customer service skills required to meet deadlines/schedules, effectively manage multiple and competing assignments, and work well under pressure when handling a constantly changing workload and shifting deadlines.
