JOB SUMMARY:

The Office of the Associate Director of National Intelligence for Human Capital and Chief Human Capital Officer (CHCO) is responsible for the overall strategic management of the Intelligence Community's (IC) workforce, comprised of civilian, military, and contractor personnel.  The office develops Human Capital (HC) policies and programs to include workforce planning, recruitment and career development, diversity strategy programs, pay and benefits, leadership training and development, performance management and recognition, work/life programs and Human Resources (HR) information requirements.



The Recruiting and Staffing Office is responsible for establishing and overseeing IC-wide systems, policies, programs, and practices to ensure the effective outreach, recruitment, appointment, and retention of the IC's civilian workforce, focusing primarily on professional, technical, managerial, and executive human resources, with an emphasis on diversity and heritage community populations.





Additional Duty Location Info:

  • Lead the development and implementation of the IC's recruitment and hiring processes and procedures to enable IC agencies to better compete for top talent, especially for scarce technical, analytical, and foreign language skills.


  • Serve as the IC's senior technical expert on Federal human resource laws, regulations and policies, and advise the Office of the Director of National Intelligence (ODNI) and IC senior leadership on all recruitment and staffing matters.


  • Direct the formulation, coordination, execution, and evaluation of IC-wide recruitment and staffing policies and programs.


  • Draft and propose legislation or federal regulatory language to facilitate IC mission and enterprise objectives.  Ensure that policies and programs foster HC flexibility, accountability, and effectiveness throughout the IC.


  • Develop and institutionalize reporting requirements or studies to assess HC efficiency and capability.


  • Develop strategies, policies and regulations that govern how IC agencies hire new employees for a diverse range of occupations, while supporting diversity goals.


  • Serve as the ODNI expert to integrate and leverage recruiting capabilities of all IC components, as well as promote the latest in recruitment technology, to ensure the widest array of prospective candidates.


  • Lead, manage, and recruit a professional level staff, evaluate performance, develop performance objectives, provide performance feedback and guidance regarding professional development.


QUALIFICATIONS REQUIRED:Technical Qualifications:

  • Expert knowledge of Federal staffing and employment laws, rules, regulations and programs, and their interrelationship with other HC functional areas such as compensation, management and employee relations, classification and personnel action processing. 


  • Extensive knowledge of marketing, outreach and external recruitment programs and practices to ensure a diverse and well-qualified workforce.


  • Knowledge of student employment, incentive and scholarship programs, to include design, development and implementation.


  • Strong program management, analytic, and critical thinking skills, including the ability to conduct program and management assessments, to identify needs and requirements, and to develop non-linear process improvement recommendations for implementation across the IC.


  • Excellent communication skills, including the ability to exert influence with senior leadership and communicate effectively with people at all staff levels, both internal and external to the organization.


  • Expert leadership and managerial capabilities, including the ability to effectively direct taskings, assess and manage performance, and support personal and professional development of all levels of personnel.

Executive Core Qualifications (ECQs):

4. Business Acumen: This core qualification involves the ability to manage human, financial, and information resources strategically.  Competencies:  Financial Management, Human Capital Management, and Technology Management.

5. Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.  Competencies:  Partnering, Political Savvy, and Influencing/Negotiating.



You must be a U.S. citizen to qualify for this position.

You will need to successfully complete a background security investigation before you can be appointed into this position.
