JOB SUMMARY:The Indian Health Service (IHS), an agency within the Department of Health and Human Services, is responsible for providing federal health services to American Indians and Alaska Natives. At the GS-8: Establishes and maintains control and subsidiary accounts which involve all types of classes and are inter-related. Analyzes, classifies, and reconciles unusually difficult accounts requiring analysis of adjustments and corrective entries to ensure proper documentation in all related accounts. Prepares statements, reports, schedules, and comparative analysis for accounts with extensive supporting schedules, subdivisions, intermediate summaries, and frequent and varied adjustments to balance and reconcile them.
At the GS-5: Assists a higher level accounting technician with examining, verifying, and controlling various classes of assigned documents for payment by determining that proper approval has been obtained. Assists in the analysis of subsidiary records by verifying amounts of unpaid obligations and amounts of prior payments with balances in the automated systems.
QUALIFICATIONS REQUIRED:Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.

This includes duties such as: Interpretation of provisions of a variety of contracts and source documentation to determine what payments can be made and for initiating inquiries. Experience in accounting techniques and procedures to make difficult and responsible analysis and accounting system or a major segment of an accounting system.
TIME IN GRADE REQUIREMENT: Federal status applicants must have completed at least 52 weeks of service in a position no more than one grade lower than the position to be filled. If selected under the Excepted Service Examining Plan, individuals may be appointed without regard to time-in-grade requirements.
