JOB SUMMARY:The NORFOLK NAVAL SHIPYARD in Portsmouth, Virginia is one of the largest shipyards in the world specializing in repairing, overhauling and modernizing ships and submarines.  It is the oldest and largest industrial facility that belongs to the U.S. Navy and it's also the most multifaceted.

  • Conducts inspections of dry docks and surrounding areas to detect unsatisfactory environmental conditions (i.e., unauthorized discharges into the river, improperly stored hazardous materials, malfunction of runoff collection systems). 
  • Operates small boats and associated equipment to perform waterborne inspections of environmental conditions and to respond to hazardous spills. 
  • Advises and coordinates with the project team to correct deficient conditions discovered during inspections. 
  • Assesses and performs control and cleanup of spills of oil and other hazardous substances, both afloat and ashore. 
  • Operates a variety of engines, pumps, hydraulic machinery, oil separators, and related equipment to load and off-load barges, receive and process bilge and tank liquids, and dewater drydocks. 
  • Monitors, and maintains the shipyard's Dissolved Air Flotation (DAF) industrial wastewater pretreatment systems. 
  • Performs preventative maintenance on valves, pumps, and all equipment associated with the DAF.


QUALIFICATIONS REQUIRED:To qualify for this position at the WG-09 level, you must demonstrate the ability to do the work of the position under normal supervision; knowledge of engines, gauges, valves, pumps, and safety equipment used on barges, floating cranes, and in facilities; skill in operating, maintaining, and recognizing malfunctions in spill and wastewater management equipment; skill in detecting and responding to spills and environmental hazards; and the ability to interpret blueprints, instructions, and environmental control guidelines.

The work of this position is primarily accomplished at the Norfolk Naval Shipyard in Portsmouth, Virginia; however, the incumbent may be assigned to other duty stations throughout the Hampton Roads area including Norfolk, Virginia Beach, and Chesapeake.

Physical Demands:

  • Incumbent lifts and carries items weighing 45 pounds and over.
  • Heavy physical exertion is required at frequent intervals. Work requires pushing, pulling, reaching above shoulders, stooping, twisting, walking, climbing, standing, kneeling, and bending.
  • Incumbent must have the physical capacity to work in areas with excessive heat, cold, humidity, dampness, and noise; work from ladders and platforms, in awkward and uncomfortable positions, and in confined spaces; and entering accesses 18 inches in diameter.

Working Conditions:

  • The incumbent may be exposed to cuts, burns, falls, bruises, and other injuries and must work safely.
  • Incumbent must wear protective clothing and equipment including a negative-pressure air-purifying respirator.
  • Duties of the position subject incumbent to many hazards including, but not limited to: working on slippery or uneven surfaces; operating and working around machinery with moving parts; working around vibrations, elevators, electricity, and sharp edges; and being in confined spaces.
  • Some work will be performed in areas where incumbent may be exposed to potentially harmful physical and chemical agents including: greases and oils, asbestos, lead, dust, fumes, ionizing and non-ionizing radiation, and chemicals.
