JOB SUMMARY:

The Office of the Chief Human Capital Officer (CHCO) supports the Office of the Director of National Intelligence by establishing and overseeing the implementation of the full range of Human Capital (HC) programs, processes, and policies.  The CHCO has established the Strategic Human Capital (HC) Plan for the Intelligence Community (IC) that deals directly with talent, performance, and leadership to attract, engage, and unify an innovative and results-focused workforce in support of the National Intelligence Strategy—and ultimately the security of our nation.  Following the IC Strategic HC Plan, the Office of the CHCO develops and implements policies, practices, and processes that leverage commonality across the IC and maximizes the strengths of individual agencies.

  • Provide program management and senior technical direction and implementation guidance to staff and contractors for all phases of research, development, integration, deployment, and evaluation of IC competency models and competency-based and other human resource related systems and collaboration technologies.

  • Coordinate with other IC entities and other government agencies to develop and implement plans, policies and procedures related to ODNI competencies, standards, and systems development efforts.

  • Develop and deliver communications to stakeholders and senior leadership; represent the ODNI in USG regarding ODNI human capital competencies, standards, and systems efforts to ensure mutual understanding of HC programs and processes; leverage IC and USG professional relationships and knowledge of human capital, data analysis tools and methods, and collaboration technology best practices to accomplish the organizations goals and objectives.


QUALIFICATIONS REQUIRED:Knowledge, Skills, and Abilities Required:
  • Expert knowledge of designing, managing, and evaluating medium- to large-scale production, support, or management programs or systems.

  • Demonstrated experience developing or accrediting databases/data warehouses that capture and are used to report on human capital data.

  • Demonstrated experience in interpersonal and change management skills, driving medium-to-large-scale change, and forming and extending functional relationships and personal networks to accomplish program goals.

  • Excellent written and oral communication and data analysis skills that display the ability to understand and tailor complex ideas, explanations, presentations, briefings, and concepts to suit any audience and any purpose.
