JOB SUMMARY:

The Deputy Director of National Intelligence for Acquisition and Technology (DDNI/AT) ensures U.S. intelligence superiority by enabling the identification, development and timely fielding of breakthrough capabilities, innovatively applying advanced technologies and acquisition excellence.  DDNI/AT is the Intelligence Community (IC) catalyst for technical innovation, responsive stewardship, and acquisition excellence addressing the key intelligence challenges by leading advanced research and development focusing on disruptive technology leaps, integrating the IC Science and Technology (S&T) enterprise, developing and evaluating an IC-wide, end-to-end collection architecture to promote innovation and responsible financial stewardship, and establishing and maintaining an agile and transparent best-practice environment that promotes IC acquisition success.



The Intelligence Advanced Research Projects Activity (IARPA) is an independent activity within the Office of the Director of National Intelligence (ODNI) and is aligned with DDNI/AT.  IARPA invests in high-risk/high-payoff research programs that have the potential to provide our nation with an overwhelming intelligence advantage over future adversaries.  IARPA addresses cross-agency challenges, leverages expertise from across the Community, and works transition strategies and plans with other agency partners.

  • Serve as senior HR advisor to the IARPA Director and staff on all human resource matters affecting IARPA.


  • Collaborate with IARPA leadership to identify HR issues of concern and develop an understanding of the operating environment and desired mission outcomes and objectives.


  • Prepare strategic and tactical plans to meet the needs of the organization ensuring that IARPA business goals, needs, and expectations align with Agency-wide objectives.


  • Develop, draft, and coordinate IARPA-related documents in response to executive tasking calls.  Assist the IARPA Director in decision-making through written reports, presentations, and briefings on the analysis of the human resources data and recommendations for action. 


  • Develop, implement, and manage a strategic recruitment program that supports IARPA's mission and the IARPA Director's staffing philosophies. 


  • Research non-traditional and cutting edge human resource programs, policies, and procedures relevant to a cutting-edge research-centric organization.  Evaluate current IARPA HR programs against the results of this research, and advice and make recommendations for improvements to the IARPA Director.


  • Establish and maintain an effective employee workforce initiative program that enhances and supports the recruitment, retention, and motivation of the IARPA staff.


  • Represent IARPA leadership in a variety of HR related intra- and inter-agency forums.  Form partnerships and develop networks both within the ODNI, as well as, with other relevant research-centric organizations.


  • Collect and analyze organizational and employee data identifying and assessing impacts, potential down-stream consequences, and cross-Agency/cross-Intelligence Community issues with respect to IARPA's mission.


QUALIFICATIONS REQUIRED:Knowledge, Skills, and Abilities Required:
  • Extensive knowledge of HR theory and practice and the ability to apply this knowledge to address organizational goals and mission requirements.

  • Ability to use HR systems as information management and decision support tools; understand the information maintained in HR systems and the relevance of this information in addressing organizational issues and questions.

  • Demonstrated ability to interpret, apply, and explain laws and regulations related to HR and ability to initiate and implement necessary plans and programs to ensure legal compliance.

  • Demonstrated ability to anticipate customer needs, design processes to satisfy requirements and adapt to changing work requirements and priorities.

  • Strong oral and written communication skills, including ability to clearly convey complex information and present briefings to all levels of management.

  • Ability to write clear, concise, and effective documents, correspondence, procedures, and reports.

Knowledge, Skills, and Abilities Desired (if applicable):


  • Senior Professional in Human Resources (SPHR) certification.
