This is an Information Technology Specialist (IT Specialist) developmental position. The incumbent will serve as an IT Specialist within the Information Systems and Technology Directorate (ISAT). In this career ladder position, the employee receives tailored instruction, guidance, training, and supervision designed to equip the employee with the knowledge and skills necessary for successful performance at the full performance level. The incumbent may be placed in any one of the parenthetical areas listed below:
Policy and Planning (PLCYPLN) - Work that involves a wide range of IT management activities that typically extend and apply to an entire organization or major components of an organization.
Enterprise Architecture (ENTARCH) - Work that involves the analysis, planning, design, implementation, documentation, assessment, and management of the enterprise structural framework to align IT strategy plans, and systems with the mission, goals, structure, and processes of the organization.
Security (INFOSEC) - Work that involves ensuring the confidentiality, integrity, and availability of systems, networks, and data through the planning, analysis, development, implementation, maintenance, and enhancement of information systems security programs, policies, procedures, and tools.
Systems Analysis (SYSANALYSIS) - Work that involves applying analytical processes to the planning, design and implementation of new and improved information systems to meet the business requirements of customer organizations.
Internet (INET) - Work that involves the technical planning, design, development, testing, implementation and management of internet, intranet, and extranet activities, including systems/applications development and technical management of web sites.
Applications Software (APPSW) - Work that involves the design, documentation, development, modification, testing, installation, implementation, and support of new or existing applications software.
Operating Systems (OS) - Work that involves the planning, installation, configuration, testing, implementation, and management of the systems environment in support of the organization's IT architecture and business needs.
Network Services (NETWORK) - Work that involves the planning, analysis, design, development, testing, quality assurance, configuration, installation, implementation, integration, maintenance, and/or management of networked systems used for the transmission of information in voice, data, and/or video formats, telecommunication and COMSEC.
Data Management (DATAMGT) - Work that involves the planning, development, implementation, and administration of systems for the acquisition, storage, and retrieval of data .
Systems Administration (SYSADMIN) - Work that involves the planning and coordinating of the installation, testing, operation, troubleshooting, and maintenance of hardware and software systems.
Customer Support (CUSTSPT) - Work that involves the planning and delivery of customer support services, including installation, configuration, troubleshooting, customer assistance, and/or training, in response to customer requirements.
QUALIFICATIONS REQUIRED:
Qualification requirements are derived from the Office of Personnel Management's Qualifications Standards Handbook. Candidates must meet the specialized experience described below:
EXPERIENCE: Experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, certification), as appropriate.
GS-5 and GS-7 (or equivalent)
For all positions individuals must demonstrate they have experience in each of the four competencies listed below; the experience does not have to be IT-related.
(1) Attention to Detail: Is thorough when performing work and conscientious about attending to detail.
(2) Customer Service: Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows available products and services; is committed to providing quality products and services.
(3) Oral Communication: Expresses information (for example, ideas or facts to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
(4) Problem Solving: Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
AND
Specialized Experience for GS-7 (or equivalent) and Above: Positions at GS-7 (or equivalent) and above require one year of specialized experience at the next lower GS-grade (or equivalent). Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Specialized experience would have been gained in positions which require knowledge of the installation of IT systems and information security principles. Experience would have also given the applicant the ability to apply these principles to troubleshoot and resolve system and software problems.

Education: At the GS-5 level,a bachelor's degree; GS-7 or equivalent, one full year of graduate level education or superior academic achievement. GS-9 (or equivalent), master degree or equivalent level education or two full years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree; GS-11 (or equivalent), Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree. All academic degrees and coursework must be from accredited or pre-accredited institutions. Degrees must be: computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management ordegree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
Time-in-grade must be met by the closing date of this announcement.
You must be a U.S. citizen to qualify for this position.
You must submit to a drug test and receive a negative drug test before you can be appointed into this position.
After appointment, you will be subject to random testing for illegal drug use.
A Top Secret security clearance is a requirement for employment; however, is not a requirement for applying. Applicants must be able to achieve and maintain the adjudicative standards set forth in the Intelligence Community Policy 704 Series for continued employment and are subject to polygraph testing.
