JOB SUMMARY:

The Office of Inspector General (OIG) of the Director of National Intelligence plans, conducts, supervises, and coordinates inspections, audits, investigations, and other inquiries relating to the programs and operations of the ODNI and programs over which the DNI has authority and responsibility.

  • Scope and plan inspections; conduct interviews; collect and analyze data and records; develop findings, conclusions, and recommendations; draft reports; present findings; and follow up on recommendations.

  • Provide technical support inspections and investigations such as searching for, gathering, screening, and providing factual information and explanations related to an inspection, investigation, or to the compliance related program itself.

  • Assess office, component, Center, and program compliance with Federal law, Executive Orders, Presidential Directives, and internal regulations and policies.

  • Advise managers of identified problems and suggest recommendations for corrective action; explain compliance standards and rules, and negotiate activities that do not conform to mandatory guidelines. 

  • Support managers in improving program/activity administration efficiencies and effectiveness of operations within their area of responsibility.


QUALIFICATIONS REQUIRED:Knowledge, Skills, and Abilities Required:
  • Expert ability to develop inspection plans, conduct highly complex inspection projects, and write reports to substantiate findings.

  • Extensive knowledge of the Intelligence Community (IC), its components, and missions – including extensive personal contacts throughout the IC.

  • Excellent interpersonal and communication (oral and written) skills including the ability to interview, negotiate, brief, and lead an inspection team.

  • Strong analytical and critical thinking skills, including the ability to think strategically and identify needs, requirements, and develop recommendations based on qualitative and quantitative data.

  • Ability to monitor for compliance and evaluate the effectiveness of recommendations.

  • Ability to examine information, identify problems, uncover root causes, develop findings, and make cogent actionable recommendations.

  • Demonstrated ability to perform all duties without extensive supervision.


Statement of Difference: The incumbent will perform all duties under closer supervision and with additional guidance provided.  The personal contacts and purpose of those contacts may also be narrower in scope than the higher level position.
